Can we create and delete live incoming & outgoing streams using APIs?

We would like to programmatically create and delete incoming and outgoing streams in the Nimble Streamer. Can this be done using either the Nimble Streamer or WMSPanel API's? In particular I want to setup MPEGTS IN SRT Stream and UDP Streaming SRT out.
