Where is the playlist.m38u and .ts files created on the server?

I've done complete searches of the OS on both a Windows and Ubuntu install, and I can't find where these files are stored.

Do you mean disk cache location? It located in /var/cache/nimble on Linux and Program Files\Nimble Streamer\cache on Windows.
You can change it by specifying cache_path parameter in nimble.conf file (located in /etc/nimble on Linux and Program Files\Nimble Streamer\conf on Windows).
But disk cache is used for restreaming and VOD purposed; if you asking about files for live streaming - it stored in RAM cache and doesn't placed on disk.

If you want to store live streams on disk, you can use DVR feature: https://wmspanel.com/nimble/dvr
Content is stored in m4a/m4v files, but you can convert it to mp4 as discussed in this topic: https://wmspanel.com/forum/question/DVR-to-MP4
