RTSP republishing needs Destination?

I am trying to republish my incomming RTMP stream to RTSP so I can decode it with a teradek cube decoder , I obviously dont know the destination IP adress for the decoder as thats on a 4G network.
Also I was expecting to just enable RTSP publishing to get a URL I can decode from VLC and I get a generated URL but that doesnt work at all, cant tell whats wrong
