Help to start VOD streaming.

I've just started to use streaming and it is difficult to understand all things about streaming.

I have a site that has some mp4 files to show.
Mp4 files are in “Videos” directory. For example: mydomain.com/videos/test.mp4.
I did all steps to “Transmuxing MP4 to HLS for VOD streaming“, but I cannot check it.

I have some questions, do me a favor and answer me:
1- Who is the “nimble” user? You said: The user called "nimble" must have read access to this directory. Should I add a new user in my server? (IIS_User has all permission on “Videos” directory)
2- Where should I create "/hls/" directory? Is this must be in root of mydomain.com?
3- If I want to play test.mp4 in a page (for example: mydomain.com/play.html) and use html5 player, how can I set sources?
