using transcoder for re streaming

is it possible to use the transcoder as following:
pull this source eg: 1.2.1.4:8000/live/user/2564/3.ts
then
stream on nimble streamer server giving output like nimble/live/streamname.m3u8?session bla bla

i had read and setup according to that tutorial but i can i be able to output the rtmp with different bit rate different from the bit rate of the source or it doesn't have that option?

Once you setup mpegts in you need to install Nimble transcoder and setup transcoding scenarious
