transcoding hotswap works for emergency but not for failover

Maybe I'm doing something strange, but our hot swap scenario works for emergency mode but not for hot swap

I use OBS to send via RTMP to a NVENC transcoder scenario; I also have a second transcoder, same resolution as RTMP input, same audio sample rate, for failover using a local mp4 file.

If I choose "emergency hot swap", it works; I start OBS sending rtmp, it shows up in the output (HLS ABR); I start transcoding the hotswap file, it shows up in the output (as it is an emergency hot swap, it goes live the moment it starts working); I stop transcoding and I see the rtmp input in the HLS output

But what I want is the failover, of course. If I just change the option to failover, if I stop the RTMP input, instead of viewing the failover file in the output, I get HLS errors (404) as if there was no failover scenario.
