Unable to bind *any* socket to SRT

Hi all. As title.

On a windows 10 pro box (I know). Can bind other sockets to interfaces and such, but no matter what I try to assign to a MPEGTS in SRT stream, I get

[2020-09-10 02:12:45 P7064-T7300] [srtlisten] E: srt_bind for 0.0.0.0:82 failed, s=278143269: Connection setup failure: unable to create/configure SRT socket: Only one usage of each socket address (protocol/network address/port) is normally permitted.

Any ideas?

Ignore the 82, have tried a big range of ports up into the 60000 etc. No joy

okay so it seems that it WILL bind ports to srt streams, but as soon as you transfer/activate a transcoder licence, BOOM! The errors above start happening when trying to bind the port and it fails to be usable
