What are the parameters needed to transcode AC-3 surround to AAC surround?

It should work using libfdk_aac encoder without any additional parameters.

Seems like the bitrate should at minimum be specified for the complex data compared to 2 channel. What about channel mapping or other parameters?

Channel mapping can be performed using "pan" filter as it described on https://blog.wmspanel.com/2016/07/manipulate-audio-channels-nimble-transcoder.html page.
Bitrate can be set using "ab" parameter. FDK AAC also supports setting "profile" (https://blog.wmspanel.com/2017/02/fdk-aac-encoder-decoder-nimble.html).
