Stream Bandwidth unstable

Hello I’m testing pass through stream without multi out encoding.
I see that streaming at 1mbps, the client receive data at 1mbps but sometimes there are incoming bandwidth moments that reach 5 mbps for 1/2 seconds...
How is possible?
I have monitored this also from the server output.
