Is is possible to allow users to extract a clip while the stream is still being recorded?

I am new.
Use case: Live streaming and recording a sports competition for a whole day without stopping. If the appropriate web server was built could an athlete that is finished for the day pick the start and stop time and download the MP4 of their competition even if the stream is still live? Will the command curl -o archive.mp4 -v allow this
