I wan't to stream from a camera with VLC

Hello, I would like to stream live from a camera to 40 clients at a specific time. I'm trying to send a udp stream from vlc to my server, but I don't see any video from the URL from the outgoing stream.
Is it possible to do this with VLC?

Hello Nicolas,
I've noticed that you use Nimble within some internal network which cannot be accessed from outside.
