How to generate CBR MPEGTS from Decklink SDI INPUT

Hi,
Is there any way to get DVB complaint CBR MPEGTS from Decklink SDI INPUT?

Currently using below command but not getting CBR.
ffmpeg -re -f decklink -i 48:00000000:00300a00 -vcodec libx264 -s 720x576 -r 25 -flags cgop+ilme -x264-params interlaced=1 -sc_threshold 1000000000 -b:v 4M -minrate:v 4M -maxrate:v 4M -bufsize:v 4M -acodec mp2 -ac 2 -b:a 192k -f mpegts udp://239.0.100.1:3000?pkt_size=1316

Unfortunately, we have no experience with Decklink cards and do not provide any best practices for generating DVB compliant signals with FFmpeg.
Please contact Decklink support for clarification.
