How to Broadcast a static PNG or mp4 in loop?

Oi amigos, eu preciso configurar no meu nimble que:
Talvez o cenário de transcoding ou hot swap sejam os ideias para isso.
Quando eu não esteja enviando um sinal de vídeo, ele automaticamente comece a enviar um PNG estático ou um vídeo mp4 em loop que esteja salvo na minha instância. Tem como?
Eu já consegui fazer com que um VOD retorne em um m3u8, mas não consegui entrar com esse m3u8 como input no meu MPEGts in.
Tem como fazer via nimble ou só via ffmpeg?
