API to reload rules.conf without restart entire nimble service

I upgraded nimble streamer to the version below, but i just could not find where is the API documentation for the new feature.

- added API to reload configuration file (rules.conf)
- decode percents in mount parameter when Icecast metadata is pushed to Nimble
