ABR switching very slow when bandwidth is low

Hi.
I have ABR streams high, medium low, at around 2mbps, 1mbps, 500kbps
I set chrome dev tools options to 500kbps throttle.
the stream switches from high to medium very good, but then buffers a lot, maybe 30 seconds before finally switching to low.
Is there any way I can improve this for people on bad internet connections?
Might the bandwidth on ABR settings override and make it switch quicker if I change from auto?
